A member of the Office of the General Counsel since 1993, Brenda Fraser represents the University on a wide range of issues, including academic and disciplinary policies, procedures, civil rights, employment, and contract matters. Ms. Fraser also represents the University in litigation matters before state and federal administrative agencies and participates in training and educational programs across the campus.

Prior to joining Penn, Ms. Fraser served as Associate Counsel for Temple University and a Lecturer of Law at Temple University School of Law. In addition, she served for several years as a litigation associate with the Philadelphia law firm of Drinker Biddle & Reath.

Ms. Fraser earned her undergraduate and graduate degrees in Education from the University of Pennsylvania (B.A. and M.S.Ed., magna cum laude, 1980) and her law degree from Stanford University School of Law (J.D., 1983); at Stanford, she was Editor-in-Chief of the Stanford Journal of International Law. Ms. Fraser is an arbitrator for the Philadelphia Court of Common Pleas, an author and presenter for the Philadelphia Pennsylvania Bar Institute, and a member of the Philadelphia Bar Association. She is admitted to practice in Pennsylvania, the United States District Court for the Eastern District of Pennsylvania, and the United States Court of Appeals for the Third Circuit.
