Deborah W. Frey joined the Office of General Counsel in December 2024. She is an Associate General Counsel and Chief Investigator for the Office of Religious and Ethnic Interests (Title VI).
Prior to joining the Office of General Counsel, Ms. Frey was an Assistant U.S. Attorney in the U.S. Attorney’s Office for the Eastern District of Pennsylvania, where she led a wide variety of investigations and litigation matters, including resolution of complaints of discrimination based on race, age, disability, and other federal protected classes. She also handled complex healthcare fraud investigations and related litigation, including under the False Claims Act (FCA). Ms. Frey has spoken on civil rights and healthcare fraud investigations and best practices. Ms. Frey also worked in private practice at international law firms Morgan Lewis and Mayer Brown, where she handled government investigations, white-collar defense, commercial litigation, and IP litigation.
Ms. Frey holds a BA in History from Northwestern University and a JD from American University, Washington College of Law.
