David Kahn joined the Office of General Counsel in January, 2015. Mr. Kahn represents the University and Penn Medicine on a variety of issues, including innovation, technology transfer, and litigation. Mr. Kahn was a Partner with Renne Sloan Holtzman Sakai LLP in San Francisco from 2012-2014, where he served as General Counsel to public agencies and special districts on land use, employment and labor, redevelopment, finance, and disclosure and ethics matters. From 2005 to 2012, Mr. Kahn was City Attorney for Sunnyvale, California, and also served as senior Deputy County Counsel for Santa Clara County, California, from 2000 to 2005. Mr. Kahn served as City Attorney for Mercer Island, Washington, from 1995 to 2005, and as Chief of Litigation for Bellevue, Washington, from 1988 to 1995. From 1986 to 1988, Mr. Kahn was Deputy City Attorney with the City and County of San Francisco; he also served as a Deputy Public Defender from 1981 to 1985. Prior to law school, Mr. Kahn was a VISTA volunteer.

Mr. Kahn attended the University of California, Santa Cruz (B.A., 1976) and received his law degree from the University of California, Berkeley School of Law (J.D. 1981). He is admitted to practice law in Pennsylvania, California and Washington. Mr. Kahn is admitted to practice before the state supreme courts and US district and appellate courts in all jurisdictions, and the United States Supreme Court. He is a member of the National Association of College and University Attorneys.
